Responsible for settingup organizations at the sectional level of the university, and working incoordination with the Organization Department to recruit, appraise and managecadres at the sectional level.

Responsible for theannual work assessment of staff and faculty, appraisal of their work in an employmentperiod, and also recommendation of personnel for best work, rewards-penalties, ratificationof leave-taking or verification of returning to work after leave of absence.

Responsible for signinglabor contracts with staff and faculty, and management of non-institution personnel.
Responsible for salaryadministration, social insurance and staff welfare.

OHE is responsiblefor training, selecting, and inspecting reserve personnel and perspective studentsof various talent projects and recruitment of part-time teacher.

OHE is responsiblefor organizing and declaring advanced study and training plans for teachingstaff to research both at home and abroad, selecting training personnel, receivingvisitors and contacting with external personnel.
